(February 25, 2019) \u2013\u00a0<\/strong>A new report published by the Center for Immigration Studies shows that immigrants with foreign college degrees perform substantially worse than those with U.S. degrees on tests of literacy, numeracy, and computer operations. The results, based on tests administered by the Program for International Assessment of Adult Competencies (PIAAC), may help explain why the rising education level of new immigrants has not improved employment, income, poverty, and welfare use as much as expected.<\/p>\n<p>Jason Richwine, an independent public policy analyst and the author of the report, commented, &#8220;Policy-makers should be cautious in treating foreign degrees as evidence of &#8216;high-skill&#8217; immigration.
