RCMP are still investigating what was described by Public Health Agency of Canada as a possible &#8216;policy breach.&#8217; (CBC)<\/figcaption><\/figure>\n<div class=\"commentCount\"><\/div>\n<\/div>\n<div class=\"storyWrapper\">\n<div class=\"story\">\n<p><em><strong>This story was published on Oct. 3, 2019.<\/strong><\/em><\/p>\n<p>A Canadian government scientist at the National Microbiology Lab in Winnipeg made at least five trips to China in 2017-18, including one to train scientists and technicians at China&#8217;s newly certified\u00a0Level 4 lab, which\u00a0does research with the most deadly\u00a0pathogens,\u00a0according to travel documents obtained by CBC News.<\/p>\n<section id=\"inread-wrapper-id-96798128\"><\/section>\n<p>Xiangguo Qiu \u2014 who was escorted out of the Winnipeg lab in July amid\u00a0an RCMP investigation into what&#8217;s being described by Public Health Agency of Canada as a possible &#8220;policy breach&#8221; \u2014 was invited to go to the Wuhan National Biosafety Laboratory of the Chinese Academy of Sciences twice a year for two years, for up to two weeks each time.<\/p>\n<p>&#8220;This will be third-party funded, and therefore no cost to [the Public Health Agency of Canada],&#8221; say the documents, obtained through access to information requests. The identity of the third-party was redacted.<\/p>\n<p>During a Sept. 19-30, 2017, trip, she also met with collaborators in Beijing, the documents say, but their names have also been blacked out.<\/p>\n<p>Qiu, her husband Keding Cheng and\u00a0her students from China were <a href=\"https:\/\/www.cbc.ca\/news\/canada\/manitoba\/chinese-researcher-escorted-from-infectious-disease-lab-amid-rcmp-investigation-1.5211567\" target=\"_blank\">removed on July 5 from Canada&#8217;s only Level 4 lab<\/a>\u00a0\u2014 one equipped to work with the most serious and deadly human and animal diseases, such as Ebola.\u00a0Security access for the couple and the Chinese students was revoked,\u00a0sources who work at the lab previously told CBC News.<\/p>\n<p>People working inside the lab told\u00a0CBC\u00a0News this week\u00a0they have heard the couple\u00a0may return to work soon.<\/p>\n<div>\n<ul class=\"similarLinks\">\n<li class=\"similarListItem\"><a class=\"similarLink\" href=\"https:\/\/www.cbc.ca\/news\/canada\/manitoba\/ouster-of-researchers-from-national-microbiology-lab-still-a-mystery-1.5221156\" data-contentid=\"\"><span class=\"similarLinkText\">Ouster of researchers from National Microbiology Lab still a mystery<\/span><\/a><\/li>\n<\/ul>\n<\/div>\n<p>Several of them, who asked not to be\u00a0identified for fears of\u00a0retribution, say\u00a0there have always been questions about Qiu&#8217;s trips to China\u00a0\u2014 and what information and technology she was sharing with researchers there.<\/p>\n<p>&#8220;It&#8217;s not right that she&#8217;s a Canadian government employee providing details of top-secret work and know-how to set up a high-containment lab for a foreign nation,&#8221; one employee said.<\/p>\n<p>The staff member\u00a0claims RCMP officers have not yet interviewed\u00a0key people at the lab, because senior management has not made them accessible to police or allowed staff to\u00a0contact them with relevant information.<\/p>\n<div>\n<figure class=\"imageMedia image full\">\n<div class=\"placeholder\">\n<div class=\"placeholderImage\"><\/div>\n<p><img decoding=\"async\" src=\"https:\/\/i.cbc.ca\/1.5211617.1570131487!\/fileImage\/httpImage\/image.jpg_gen\/derivatives\/original_780\/xiangguo-qiu.jpg\" srcset=\"https:\/\/i.cbc.ca\/1.5211617.1570131487!\/fileImage\/httpImage\/image.jpg_gen\/derivatives\/original_300\/xiangguo-qiu.jpg 300w,https:\/\/i.cbc.ca\/1.5211617.1570131487!\/fileImage\/httpImage\/image.jpg_gen\/derivatives\/original_460\/xiangguo-qiu.jpg 460w,https:\/\/i.cbc.ca\/1.5211617.1570131487!\/fileImage\/httpImage\/image.jpg_gen\/derivatives\/original_620\/xiangguo-qiu.jpg 620w,https:\/\/i.cbc.ca\/1.5211617.1570131487!\/fileImage\/httpImage\/image.jpg_gen\/derivatives\/original_780\/xiangguo-qiu.jpg 780w,https:\/\/i.cbc.ca\/1.5211617.1570131487!\/fileImage\/httpImage\/image.jpg_gen\/derivatives\/original_1180\/xiangguo-qiu.jpg 1180w\" alt=\"\" \/><\/p>\n<\/div><figcaption class=\"image-caption\">Qiu accepts an award from Gov. Julie Payette, left, at a ceremony at Rideau Hall in 2018, for being part of the team at the National Microbiology Lab that created the Ebola drug ZMapp. (CBC)<\/figcaption><\/figure>\n<\/div>\n<p>A spokesperson for the Public Health Agency of Canada, which runs the lab,\u00a0referred questions to the RCMP.<\/p>\n<p>&#8220;We encourage anyone who has information and wishes to speak with the RCMP on this matter to attend RCMP HQ in Winnipeg at 1091 Portage Avenue,&#8221; RCMP said in an emailed statement.<\/p>\n<p>&#8220;In order to maintain the integrity of the investigative process, we have no further comment at this time.&#8221;<\/p>\n<p>A spokesperson confirms the police\u00a0investigation is ongoing. Both agencies\u00a0have said repeatedly there is no threat to public safety.<\/p>\n<h2>Researchers must balance caution, collaboration<\/h2>\n<p>Meanwhile, there has been no change in Qiu and Cheng&#8217;s status at the University of Manitoba, which had severed ties with both of them and reassigned her\u00a0students in July.<\/p>\n<p>Qiu is a medical doctor and virologist who <a href=\"https:\/\/www.cbc.ca\/news\/canada\/manitoba\/brantly-kobinger-ebola-1.4609586\" target=\"_blank\">helped develop ZMapp<\/a>\u00a0\u2014\u00a0a treatment for the deadly Ebola virus, which\u00a0killed more than 11,000 people in West Africa between 2014-2016\u00a0and\u00a0<a href=\"https:\/\/www.cbc.ca\/news\/health\/congo-ebola-explainer-1.5097156\" target=\"_blank\">saw an outbreak in Congo earlier this year<\/a>.<\/p>\n<p>She is a medical doctor from Tianjin, China, who came to Canada for graduate studies in 1996. (China Institute)<\/figcaption><\/figure>\n<\/div>\n<p>Collaboration and information-sharing is common and expected in academia, says Jia Wang, deputy director of the China Institute at the University of Alberta in Edmonton.<\/p>\n<p>&#8220;In an increasingly globalized world, in an increasingly globalized field of research, we do see more exchanges and more visits incoming and outgoing,&#8221; she said.<\/p>\n<p>But researchers working with international partners also &#8220;need to understand the security parameters and the requirements to follow the procedures, and to safeguard intellectual property and also safeguard their research,&#8221; she said.<\/p>\n<p>There&#8217;s a balance they need to strike between being cautious and open-minded to collaboration, though, Wang said.<\/p>\n<p>&#8220;In the end, we are hoping that this research exchange will ultimately benefit Canada and benefit our people here.&#8221;<\/p>\n<p>Qiu and Cheng have not responded to multiple requests for comment.<\/p>\n<p>Relations between Canada and China have been strained\u00a0since the <a href=\"http:\/\/www.cbc.ca\/news\/canada\/british-columbia\/meng-wanzhou-extradition-cbsa-rcmp-1.5306531\" target=\"_blank\">detention last\u00a0year of Huawei executive Meng Wanzhou<\/a> on a U.S.\u00a0arrest warrant.<\/p>\n<\/div>\n<\/div>\n<div class=\"contentFeedback\">\n<div class=\"bottomSeparator\"><a class=\"journalistLink\" href=\"https:\/\/cbc.radio-canada.ca\/en\/vision\/governance\/journalistic-standards-and-practices\">CBC&#8217;s Journalistic Standard<\/a><\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Chinese\u00a0 scientist under investigation trained staff at Level 4 lab in China &#8212; Is This a Spy Case?
