has taken over daily operations of the care home.<\/p>\n<p>That makes Selkirk the\u00a0third B.C. seniors facility owned and operated by a private company under the control of the Chinese government to have an administrator appointed to run it.<\/p>\n<p>The move comes on the heels of\u00a0<a href=\"https:\/\/www.islandhealth.ca\/sites\/default\/files\/selkirk-seniors-village-mho-report-to-board.pdf\" target=\"_blank\">a damning report<\/a>\u00a0by South Island Medical Health Officer Dr. Murray Fyfe, who\u00a0assessed the status of dozens of complaints from families with loved ones living at Selkirk.<\/p>\n<section id=\"inread-wrapper-id-12\"><\/section>\n<p>The complaints cited\u00a0neglect, emotional abuse, staffing shortages,\u00a0health and hygiene issues and dangerous facilities.<\/p>\n<p>&#8220;Based on the number and nature of contraventions outlined in the final investigation summary, it is my opinion that action is required to protect the health, safety and dignity of persons in care at Selkirk Seniors Village,&#8221; wrote Fyfe.<\/p>\n<div>\n<ul class=\"similarLinks\">\n<li class=\"similarListItem\"><a class=\"similarLink\" failed repeatedly to meet the minimum\u00a0requirements of the Continuing Care and Assisted Living Act, which governs seniors care in the province. Fyfe said management at Selkirk appeared either unable or unwilling to meet its mandated responsibilities.<\/p>\n<p>Mark Blandford, executive director of primary care and seniors health for Island Health, said complaints dating as far back as 2017 were ignored by management.<\/p>\n<h2>Most beds publicly funded<\/h2>\n<p>&#8220;Many of those complaints relate\u00a0to quality of care, delivery of medication and\u00a0management of things like wounds,&#8221; said Blandford.<\/p>\n<p>&#8220;The overall basic standard of care that we would expect in a facility of this type has not been delivered.&#8221;<\/p>\n<section id=\"inread-wrapper-id-42\"><\/section>\n<p>Of the 217 long-term beds at Selkirk Seniors Village, 185 are publicly funded.<\/p>\n<div>\n<figure class=\"imageMedia image full\">\n<div class=\"placeholder\">\n<div class=\"placeholderImage\"><\/div>\n<p><img decoding=\"async\" src=\"https:\/\/i.cbc.ca\/1.5394981.1576216132!\/cumulusImage\/httpImage\/image.jpg_gen\/derivatives\/original_780\/selkirk-place-seniors-home.jpg\" srcset=\"https:\/\/i.cbc.ca\/1.5394981.1576216132!\/cumulusImage\/httpImage\/image.jpg_gen\/derivatives\/original_300\/selkirk-place-seniors-home.jpg 300w,https:\/\/i.cbc.ca\/1.5394981.1576216132!\/cumulusImage\/httpImage\/image.jpg_gen\/derivatives\/original_460\/selkirk-place-seniors-home.jpg 460w,https:\/\/i.cbc.ca\/1.5394981.1576216132!\/cumulusImage\/httpImage\/image.jpg_gen\/derivatives\/original_620\/selkirk-place-seniors-home.jpg 620w,https:\/\/i.cbc.ca\/1.5394981.1576216132!\/cumulusImage\/httpImage\/image.jpg_gen\/derivatives\/original_780\/selkirk-place-seniors-home.jpg 780w,https:\/\/i.cbc.ca\/1.5394981.1576216132!\/cumulusImage\/httpImage\/image.jpg_gen\/derivatives\/original_1180\/selkirk-place-seniors-home.jpg 1180w\" alt=\"\" \/><\/div><figcaption class=\"image-caption\">Island Health said complaints dating as far back as 2017 were ignored by management.\u00a0(Mike McArthur\/CBC)<\/figcaption><\/figure>\n<\/div>\n<p>Earlier this year, the Nanaimo Seniors Village and Comox Valley Seniors Village were put under administration by Island Health.<\/p>\n<p>All three are owned and operated by the Retirement Concepts group of companies, which has 20 seniors care homes across B.C..<\/p>\n<p>In 2017, Retirement Concepts was purchased by the Chinese company Anbang in a federally-approved sale.<\/p>\n<h2>Homes understaffed<\/h2>\n<p>Anbang was seized by the government of China in 2018 after its CEO, Wu Xiahui, was sentenced to 18 years in prison for fraud and embezzlement.<\/p>\n<p>Blandford says the common denominator of\u00a0the three care homes now under administration\u00a0is a failure by management to meet required staffing levels.<\/p>\n<div>\n<ul class=\"similarLinks\">\n<li class=\"similarListItem\">\n<div class=\"label flag\"><span class=\"labelText external\">GO PUBLIC<\/span><\/div>\n<p><a class=\"similarLink\" href=\"https:\/\/www.cbc.ca\/news\/canada\/british-columbia\/woman-confined-bedbugs-sienna-senior-living-1.5342990\" data-contentid=\"\"><span class=\"similarLinkText\">Seniors&#8217; home confines 94-year-old blind woman to bedbug-infested room for 2 weeks<\/span><\/a><\/li>\n<\/ul>\n<\/div>\n<p>The Hospital Employees Union says workers at the facilities earn between $3 and $5 an hour less than in other locations.<\/p>\n<p>In October, Island Health added 12 resident care aids, one licensed\u00a0practical nurse position to cover all shifts, and one registered nurse in order to\u00a0stabilize\u00a0operations at Selkirk.<\/p>\n<p>Blandford said the costs associated with propping up Selkirk\u00a0and the two other two care homes are being charged\u00a0to Retirement Concepts.<\/p>\n<\/div>\n<\/div>\n<div class=\"contentFeedback\">\n<div class=\"bottomSeparator\"><a class=\"journalistLink\" href=\"https:\/\/cbc.radio-canada.ca\/en\/vision\/governance\/journalistic-standards-and-practices\">CBC&#8217;s Journalistic Standards and Practices<\/a><span class=\"separator\">|<\/span><a class=\"trustProjectLink\" href=\"https:\/\/www.cbc.ca\/news\/about-cbc-news-1.1294364\">A<\/a><\/div>\n<\/div>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Third B.C.
