Of all the factions I encountered during <a href=\"https:\/\/substack.com\/redirect\/3c867222-fe89-403c-b85c-54099011e7c2?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">Alien Nation\u2019s brief but intense moment in the MSM spotlight<\/a>, Libertarians were by far the most bone-headed. This was a mild sorrow to me because I had been deeply influenced by my encounter with libertarianism after coming to the U.S. from England to study at Stanford in 1970. (Libertarianism simply did not exist at the University of Sussex back then). I spent a lot of time working through the relationship between libertarianism with immigration patriotism\u2014in fact, with any kind of patriotism\u2014as Greg Johnson recently discussed in his <a href=\"https:\/\/substack.com\/redirect\/fa482808-6ddb-43a0-a7ec-e9fb37f73cb9?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">review of Quinn Slobodian\u2019s 2025 <\/a><\/strong><\/em><strong><a href=\"https:\/\/substack.com\/redirect\/fa482808-6ddb-43a0-a7ec-e9fb37f73cb9?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">Hayek\u2019s Bastards<\/a><\/strong><em><strong>, a book which paradoxically is the closest thing to an intellectual biography I\u2019m ever likely to get. (Greg\u2019s parallel podcast interview with me is <a href=\"https:\/\/substack.com\/redirect\/1dc4ae16-b5af-4e45-a013-934e137397e4?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">here)<\/a>.Of course, by then I\u2019d realized that many Libertarians, seeking for a once-size-fits-all explanation of the world, were <a href=\"https:\/\/substack.com\/redirect\/7da2278c-9967-4d01-9379-8d77c944593d?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">psychologically similar to the dogmatic Student Marxists<\/a> who had so brightened up my undergraduate days (and who now rule Britain). Although, of course, the Libertarians\u2019 one-size-fits-all panacea was immeasurably superior.But there was one exception to this: the \u201cPaleolibertarians,\u201d a factional split led by the brilliant (and famously factional) <a href=\"https:\/\/substack.com\/redirect\/00dda9f2-c718-41d6-b75b-a4b28c1ff9a4?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">economist Murray Rothbard<\/a>. Paleolibertarians were enthusiastically willing to consider what the new issue of post-1965 mass, non-traditional, immigration meant to libertarianism, partly because it so irritated what Rothbard gleefully termed <a href=\"https:\/\/substack.com\/redirect\/0bdd57db-4bb7-46d6-a54c-b2428246b2d4?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">The Kochtopus<\/a> e.g. the <a href=\"https:\/\/substack.com\/redirect\/8fe6f0f3-ade8-4087-ac1c-b1f2571980c1?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">Cato Institute<\/a>. And they did so until Rothbard\u2019s untimely death in 1995, at what now seems to me to be the early age of 68. Thereafter their chief internet forum <a href=\"https:\/\/substack.com\/redirect\/2ebcc46f-95c5-4357-8427-ca6857f9cad4?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">LewRockwell.com<\/a>, edited by Mises Institute founder Lew Rockwell, <a href=\"https:\/\/substack.com\/redirect\/30367820-a48b-4d7e-a581-8c38e10d7ee7?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">regressed to left-Libertarianism<\/a>, probably following its donors, and the Paleolibertarian faction was eclipsed.But not completely. Rothbard\u2019s <a href=\"https:\/\/substack.com\/redirect\/ed80e7df-b53c-4714-ba1f-0e65dccf0dfd?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">most prominent student<\/a>, <a href=\"https:\/\/substack.com\/redirect\/d2311e59-6be3-4d83-842e-f2ca2ece020e?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">Hans-Hermann Hoppe,<\/a> who has been described as <a href=\"https:\/\/substack.com\/redirect\/68aa634b-87b2-4263-ae1f-95e5c69724b8?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cThe Last Paleolibertarian, \u201d<\/a> founded the <a href=\"https:\/\/substack.com\/redirect\/1cb7777f-670c-49fa-b552-cac3e4df7a83?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">Property and Freedom Society<\/a> in 2006 and sustained the tradition. (I am sorry to learn that Hoppe\u2019s long relationship with the Mises Institute has <a href=\"https:\/\/substack.com\/redirect\/9b710924-5007-4d65-abde-a667cf0db807?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">recently, abruptly, been Cancelled<\/a>).I spoke to his PFS conference in 2008. The issue hasn\u2019t gone away. (I\u2019m acutely aware of this because <a href=\"https:\/\/substack.com\/redirect\/78a3313d-a670-42d7-b576-3c62f661e681?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">my son was born that day<\/a>, making him, as I like to think, the very first post-Communist baby!) At that time, even a life-long <a href=\"https:\/\/substack.com\/redirect\/24d9572d-8b78-443e-a01d-23bbffa71926?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">American academic socialist<\/a> like Robert Heilbroner was <a href=\"https:\/\/substack.com\/redirect\/3115f3c5-3939-46a2-86b0-182d3b47fe59?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">compelled to confess<\/a>, in a celebrated essay in the<em> New Yorke<\/em>r magazine, [<em><a href=\"https:\/\/substack.com\/redirect\/6b3ab575-7789-417d-b6a9-8edc27a5fa8f?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">The Triumph Of Capitalism<\/a><\/em>, January 23, 1989] that the century-old battle between capitalism and socialism is <a href=\"https:\/\/substack.com\/redirect\/3df9ab7e-6d9b-4d06-bffc-1b6934e1c7a7?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">over<\/a> and capitalism has won.Yet in the US it\u2019s very probable that the party of<a href=\"https:\/\/substack.com\/redirect\/00dda9f2-c718-41d6-b75b-a4b28c1ff9a4?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\"> free markets<\/a>\u2014perhaps <br><br>I should say the <a href=\"https:\/\/substack.com\/redirect\/36aca289-b688-465e-8ac0-988a6d1de41d?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">alleged <\/a>party of free markets\u2014is going to be annihilated in this year\u2019s election and that the party of statism may be in power for a generation.There are obviously a number of reasons for this reversal. But one of them, I think, is that (at least in the US) libertarianism rested on its laurels and simply did not address the next generation of problems that came to the fore amid the wreckage of socialism. One of those is problems is immigration and, ultimately, the role of the national community, the<a href=\"https:\/\/substack.com\/redirect\/3944027a-19ed-4354-a901-aefc150cff22?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\"> nation-state.<\/a> As I understand it, the role of the <a href=\"https:\/\/substack.com\/redirect\/33a56638-4275-4930-a75e-766169d38b64?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">Property and Freedom Society <\/a>is to address those problems and to rearticulate the libertarian vision.Hans-Hermann Hoppe did address the problem of immigration, in his own writings and by arranging for a special issue of the Journal of Libertarian Studies, the summer 1998 issue [<a href=\"https:\/\/substack.com\/redirect\/e6ba9384-24e1-4819-878b-513038f96a0b?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">Volume 13, Number 2<\/a>] guest edited by <a href=\"https:\/\/substack.com\/redirect\/1781b41f-d614-4e7d-adfa-cb6994e86f58?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">Ralph Raico<\/a>, which was devoted to the subject. It\u2019s a seminal volume of essays, revealing for example that the dean of American libertarian philosophers, <a href=\"https:\/\/substack.com\/redirect\/debf3320-0013-4972-a0c1-5f7049ea8444?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">John Hospers<\/a>, who <a href=\"https:\/\/substack.com\/redirect\/6fad4db8-5634-4226-840b-ca041276c710?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">actually received one electoral college vote <\/a>when he ran for President as the Libertarian Party candidate in 1972, rejected Open Borders and the notion that if you support <a href=\"https:\/\/substack.com\/redirect\/438d4efd-2058-456d-a344-a15c1023e3a4?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">free trade, you have to support free immigration.<\/a> [<em>A Libertarian Argument Against Opening Borders<\/em>(<a href=\"https:\/\/substack.com\/redirect\/f5dda420-0f5f-4a84-b25f-321624777cbb?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">PDF<\/a>). ]I don\u2019t think the debate among libertarians has moved much further forward, greatly to the discredit of the <a href=\"https:\/\/substack.com\/redirect\/662eb7a0-50e5-4b11-a317-d1b97f1e6f4d?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">Libertarian Establishment.<\/a> Hans should really be giving this talk today. But I guess he believes in the Division Of Labor!So my topic today is \u201cA Libertarian Case Against Immigration\u201d. <br><br>I am myself an <a href=\"https:\/\/substack.com\/redirect\/30707d2e-5697-4883-a19b-a21f9c44ecb3?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">immigrant<\/a> (or <a href=\"https:\/\/substack.com\/redirect\/40588b0b-f020-4dd9-9acd-041aa6305e7f?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">an emigrant<\/a>, depending how you look at it) from Britain to the U.S. with <a href=\"https:\/\/substack.com\/redirect\/1f0cd5f6-39d5-4759-a3a3-2133aa1ad07f?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">some years<\/a> in <a href=\"https:\/\/substack.com\/redirect\/7509e828-7471-4753-9f66-6695653ab505?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">Canada<\/a>. So I\u2019m not saying that immigration is absolutely a bad thing. But I am saying that it can be a bad thing, and that in the US today\u2014and also Europe\u2014it is a bad thing. In the U.S., we\u2019re constantly told by immigration enthusiasts, a distinct subspecies among American intellectuals, that immigrants do <a href=\"https:\/\/substack.com\/redirect\/bbc1ede6-628d-45c9-9722-7e89c3700859?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">dirty jobs <\/a>Americans won\u2019t do. And, I tell them, here I am!I\u2019m going to make this case with special reference to the example of the U.S., partly because that\u2019s where I\u2019ve lived for nearly forty years and partly because I\u2019m a <a href=\"https:\/\/substack.com\/redirect\/00c5a176-2597-4a8f-9ab4-1d448095e65e?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">financial journalist<\/a>, not a philosopher, and I find the presence of <a href=\"https:\/\/substack.com\/redirect\/07c5f9d7-8201-48c1-9c50-af8a78b84c83?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">actual facts, as opposed to pure theory<\/a>, kind of comforting. I will say, however, that the problems of America are the problems of the West.How many of you are Americans? Any Canadians? Europeans? Brits? (I distinguish between Britain and Europe!). [<strong>PB: <\/strong><em>Mostly Europeans, a few Americans and Brits, one <a href=\"https:\/\/substack.com\/redirect\/2d33436f-59f6-4161-9171-b62fb7469f2b?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">Australian <\/a>on walkabout, no Canadians<\/em>.<br><br>I am going to start off by reviewing the facts of the US example. Then I\u2019m going to analyze those facts from what appears to me to be a libertarian perspective, looking at practical problems and then theoretical problems. I\u2019ll conclude by suggesting what this suggests about immigration\u2014and about libertarianism itself.Americans are <a href=\"https:\/\/substack.com\/redirect\/88ff5f9d-fba6-4795-91e1-870c7e20bf97?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">taught to believe<\/a> that they are <a href=\"https:\/\/substack.com\/redirect\/e9391fb2-1b1f-4b9f-b6f5-6466cbd816a5?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">\u201ca nation of immigrants.\u201d <\/a>Of course, all nations are nations of immigrants. There is no known case where people <a href=\"https:\/\/substack.com\/redirect\/759c7267-588a-49ba-a815-e5cd6ebfc56d?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">grew out of the ground.<\/a> What\u2019s different about America is the speed with which it was put together. Unfortunately, it can be unput together just as quickly. And that, in essence, is what\u2019s happening.So these are the facts:For almost 50 years in the middle of the twentieth century, from the early 1920s to about 1970, there was pause during which there was almost no immigration into the US at all.There have been many such pauses in American immigration history, stretching right back into <a href=\"https:\/\/substack.com\/redirect\/98a3af84-7c6f-463d-9480-b5c4ba0a56bd?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">the colonial period,<\/a> and they have been essential to the process of assimilation. <br>During that period, no-one, not even the great Austrian economists like Mises or <a href=\"https:\/\/substack.com\/redirect\/7773d613-eabd-4087-915e-387ea288b09f?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">Hayek<\/a> (and certainly not the influential Objectivist novelist <a href=\"https:\/\/substack.com\/redirect\/c646afb4-7d1c-43e2-a473-cd19b269051a?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">Ayn Rand, <\/a>remarkable though she was), really thought <a href=\"https:\/\/substack.com\/redirect\/4f227c69-97c5-41d8-a33e-6c93e81af19b?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">much <\/a>about immigration.<br><br>The 1965 Immigration Act, plus a simultaneous decision to stop enforcing the law against illegal immigration, unleashed a new influx. (The decision to stop enforcing the law is very obvious in the date, most glaringly in the <a href=\"https:\/\/substack.com\/redirect\/66f40871-dd30-4bc9-8ca7-5f610a34890d?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">98 percent collapse in workplace prosecutions during the Bush Administration, <\/a>unmistakably a precursor to the <a href=\"https:\/\/substack.com\/redirect\/08a5112b-8b66-449b-8b44-5f843919af23?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">planned integration of North American workforces<\/a> as in the <a href=\"https:\/\/substack.com\/redirect\/c7249bcf-5fad-4b77-b18d-9689a3c99ecc?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">European Union<\/a>). About 1 million legal immigrants and some 3-500,000 net illegal immigrants now enter the US every a year.For technical reasons\u2014basically the emphasis on so-called <a href=\"https:\/\/substack.com\/redirect\/36f65864-353f-484c-bb7c-fa448d81fad8?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">family reunification,<\/a> which is not family reunification at all but <a href=\"https:\/\/substack.com\/redirect\/14913650-507b-4f4c-9b19-2efcffe02714?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">chain migration<\/a>\u2014immigration has been skewed away from Europe and toward the Third World.As a result, although Americans are stabilizing their population at around <a href=\"https:\/\/substack.com\/redirect\/f66906ad-10e0-4647-9f9f-57470b57d591?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">300 million<\/a>, the government is in effect second-guessing the people on population size, which because of immigration could be 400 million by 2050. One third will be post-1970 immigrants and their descendants. <br><br>Because these are overwhelmingly non-white, the U.S., 90% white as recently as 1960, will be majority non-white sometime after 2050.This is a transformation without precedent in the history of the world. To adapt <a href=\"https:\/\/substack.com\/redirect\/93b031e4-c2dd-4e0a-8e16-95ede4034430?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">Brecht<\/a>, the government is <a href=\"https:\/\/substack.com\/redirect\/2dea82bc-46e2-4f5c-960a-0d3cc3cf5c81?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">dissolving the people and electing a new one<\/a>Amazingly, the<a href=\"https:\/\/substack.com\/redirect\/eb941158-195c-4b51-a476-874f0a68aecf?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\"> consensus among labor economists<\/a>, confirmed by the 1997 National Research Council report <a href=\"https:\/\/substack.com\/redirect\/eeeb497e-7633-4ce5-b9d0-bfbf91ae008f?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">The New Americans,<\/a> is that there is no significant net aggregate economic benefit to native-born Americans. <br><br>There is an increase in Gross Domestic Product, but virtually all of that is captured by the immigrants themselves in the form of wages. If transfer payments factored in, there is a small but significant nation-wide loss.In other words, Americans are not merely being <a href=\"https:\/\/substack.com\/redirect\/c0f77c0b-b4f3-4591-b6e2-5bdeb5ce8cb9?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">transformed for nothing,<\/a> but they are <a href=\"https:\/\/substack.com\/redirect\/9b9a1a10-7d71-4127-8d13-f8b4c952cb25?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">actually paying to be transformed.<\/a>Of course, individual Americans benefit, notably <a href=\"https:\/\/substack.com\/redirect\/33e773f7-0054-458b-b2eb-cc3e6747b1f9?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">employers of cheap labor, <\/a>and they l<a href=\"https:\/\/substack.com\/redirect\/82dfe400-19bf-4428-aafa-2d621bd84373?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">obby hard for the privilege <\/a>(not something libertarians of which would normally approve). But other Americans, notably workers, lose. And they lose a lot\u2014basically government policy is redistributing about 2 percent of GDP from labor to capital.<br><br>So here\u2019s something that is having enormous consequences, inflicting enormous expense, operating quite contrary to what was anticipated.Obviously, it\u2019s a government policy!And that\u2019s the bottom line to this review of the US situation, which I really want to stress. The point is that the status quo is statist.We don\u2019t have open immigration in the US or any Western country. We have an extremely complex and intrusive government policy. Government determines, by <a href=\"https:\/\/substack.com\/redirect\/d04a2117-f05e-4a11-85a4-f0f5ff8be708?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">commission <\/a>and <a href=\"https:\/\/substack.com\/redirect\/8c787257-37af-439b-ba46-dfb27f033106?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">omission<\/a>, how many immigrants come in, what race they are, and what <a href=\"https:\/\/substack.com\/redirect\/033369ee-345f-448e-8650-5ff8720f3e90?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">skill levels they have. <\/a>(In the U.S. the post-1965 influx has been significantly less skilled than before, basically of the emphasis on \u201cfamily reunification\u201d, which is not family reunification at all but chain migration). Doing nothing about immigration <a href=\"https:\/\/substack.com\/redirect\/b25feb97-70dc-4543-9d93-b561f6156278?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">as it exists right now<\/a> is not a libertarian option. It\u2019s a statist option.<br><br>Conversely, arguing that the US should restrict immigration, should in fact have a simple <a href=\"https:\/\/substack.com\/redirect\/2d1ff411-3ddb-4d67-b116-5443dffb083e?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">moratorium<\/a>, with no net immigration, could paradoxically represent a diminution of the government\u2019s role, in its powers and its opportunity to exercise them. We\u2019ve all heard of the <a href=\"https:\/\/substack.com\/redirect\/13eb6a33-8254-4e21-bd43-4b5421626426?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">night watchman state<\/a>. What libertarians also should want, it seems to me, is a <a href=\"https:\/\/substack.com\/redirect\/0fd1327a-5ee2-4fb1-8c28-e7be1760a737?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">gatekeeper <\/a>state.So that\u2019s the situation in our case study, the US. Now I\u2019m going to analyze it from a libertarian perspective. It seems to me that it presents two types of problems\u2014practical and theoretical.<em><strong>Practical<\/strong><\/em>The Americans have had mass immigration before\u2014notably the so-called <a href=\"https:\/\/substack.com\/redirect\/fc01e98f-874e-4296-b501-403ef6a58df7?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">Great Wave <\/a>of immigration from about 1880 through the 1920s, when it was <a href=\"https:\/\/substack.com\/redirect\/d8d10ebb-f09f-40f4-bd91-cd687042ae49?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">cut off by legislation<\/a>. And they\u2019ve had a welfare state before, roughly since the New Deal in the 1930s. But they\u2019ve never had both together. And they just don\u2019t work.<br><br>At one stage, when I worked at <em>Forbes<\/em>, I used to interview <a href=\"https:\/\/substack.com\/redirect\/d356cb08-eaae-4cc6-8b58-5ddb5e374d64?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">Milton Friedman <\/a>every year, until we got a new editor and he stopped it on the curious grounds that Friedman was too old. In one of these interviews, Friedman said something that has been much quoted. He criticized the <em>Wall Street Journal,<\/em> which has a major and negative role in this and other American debates and <a href=\"https:\/\/substack.com\/redirect\/220529f3-2ada-45e1-80af-bd0665e1b061?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">said <\/a><strong>\u201cThey\u2019ve just got an <\/strong><em><strong>id\u00e9e fixe<\/strong><\/em><strong>\u201c<\/strong> about immigration: <strong>\u201cIt\u2019s just obvious you can\u2019t have <a href=\"https:\/\/substack.com\/redirect\/0c1ce676-9fde-44ed-9874-1fe43928cc81?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">free immigration<\/a> and a <a href=\"https:\/\/substack.com\/redirect\/2f53ed91-a2ad-49c0-b42e-9e50382b9272?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">welfare state.<\/a><\/strong><em><strong>\u201c<\/strong><\/em>But it\u2019s not obvious to many libertarians, who continue to think about immigration as if it was still 100 years ago and the government was taking just 5 percent of GDP, instead of 30-40%. Yet the welfare state has <a href=\"https:\/\/substack.com\/redirect\/b2872e3e-7261-484a-b1b4-75d4f005e306?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\">visibly altered the incentive structure for immigrants.<\/a> One of the ways it shows up is that, in the last Great Wave, somewhere up to 40% of all immigrants ended up going home. If they failed in the workforce, there was no safety net. Now there is. And net immigration is 90% of gross immigration.Now the Libertarian response to this is often to say, well, let\u2019s just abolish welfare. Obviously, despite the reforms of the 1990s, the US has failed to do that. But it\u2019s also important to note that we\u2019re not just talking about <em><strong>\u201c<\/strong><\/em><strong>welfare<\/strong><em><strong>\u201c<\/strong><\/em>, strictly defined. We\u2019re talking about transfer payments of all kinds. One of the most important is<a href=\"https:\/\/substack.com\/redirect\/ddf88f5c-ee44-40af-8bba-5eb70e5efa8f?j=eyJ1IjoiZW10am4ifQ.YxWpF5hCC5S0gs54JX53XPrPHs6Z8Mbc29yBO-n5Huc\" target=\"_blank\" rel=\"noreferrer noopener\"> public education,<\/a> which currently represents a subsidy from the taxpayer to the student of some $8000 a year.
