Who is 400 Mawozo, the Haitian gang accused of kidnapping American missionaries?

News that an armed Haitian gang kidnapped 17 members of an Ohio-based missionary group — including five children — on Saturday has placed Haiti at the center of an international crisis.
But for Haitians rich and poor, gang violence and kidnappings for ransom have become a tragically common part of life.
Haiti, the Western Hemisphere’s poorest country, holds the grim record of the world’s highest kidnapping rate per capita. One gang — 400 Mawozo — was responsiblefor 80 percent of abductions in Haiti from June through September, according to Gédéon Jean, director of the Center for Analysis and Research in Human Rights in Port-au-Prince.
Haitian officials say the group is behind Saturday’s kidnapping, too.
On Tuesday, Liszt Quitel, Haiti’s justice minister, told The Washington Post that the gang is demanding a ransom of $1 million per hostage.
Quitel said that it wasn’t clear whether the five children, including an 8-month-old, were part of the ransom amount, and that the gang was probably expecting to negotiate. “Usually they request more, then people close to the kidnapped persons will negotiate,” Quitel said.
“The welfare and safety of U.S. citizens abroad is one of the highest priorities of the Department of State,” an agency spokesperson said Sunday, confirming that 16 U.S. citizens had been kidnapped. “We have been in regular contact with senior Haitian authorities and will continue to work with them and interagency partners.” (One of those kidnapped is a Canadian.)
White House press secretary Jen Psaki said Monday that President Biden was receiving “regular updates” on the efforts of the State Department and FBI to secure the release of the hostages. Meanwhile, unions in Haiti launched a general strike Monday to protest the nation’s worsening security situation.
Here’s what to know about 400 Mawozo and Haiti’s gang violence.
400 Mawozo is a notoriously violent gang that has taken control of roads and communities in and around the Haitian capital, Port-au-Prince. It controls part of Ganthier in Croix-des-Bouquets, the area outside the capital where the Christian Aid Ministries members were seized Saturday.
From Creole, the gang’s name loosely translates to “400 simpletons,” or “400 inexperienced men.” But the group is widely feared for using rape and assassination to maintain its grip on Haitian streets, businesses and power players. It has also been associated with extortion and a new trend of mass kidnappings from cars and buses. And it has targeted clergy and churches — a red line for many in the Catholic-majority Caribbean nation.
Haitian police issued a wanted poster for the gang’s alleged leader, Wilson Joseph, nearly a year ago, according to the Associated Press. He faces a string of charges that include murder, attempted murder, auto theft, hijacking of goods and kidnapping.
Joseph goes by the Creole nickname “Lanmò Sanjou,” roughly meaning: “Death doesn’t know which day it’s coming.” Despite the warrant against him, he has posted videos describing in detail some of the crimes the gang is alleged to have committed.
The group’s reported second-in-command, Joly “Yonyon” Germine, is in jail. Haitian authorities are trying to negotiate with him.
In April, 400 Mawozo kidnapped five priests and two nuns, among them French nationals, and held them in harsh conditions for three weeks. Catholic universities and schools in Haiti shut down in protest. The gang demanded $1 million for the group’s safe return. Haiti’s justice minister told the Wall Street Journal on Monday that a ransom was paid for the release of just two of the priests abducted in April. The group was ultimately released.
400 Mawozo’s targets run the gamut: It has fought with rival gangs; kidnapped businesspeople, police officers and street vendors; forced youths in areas it controls to beat up captives; and extorted communities for money.
Its use of violence on the young and old has further traumatized — and desensitized — another generation of Haitian youth. Many of the gang’s victims are not specific targets, but rather bystanders.
Haiti, a former French colony also once occupied by the United States, has been battling gang violence for decades. Saddled with weak political institutions and endemic poverty, the country has long seen its politicians and businesspeople accused of aligning with gangs to carry out their bidding.
As the country’s politics and economy continue to spiral downward, some gangs have become increasingly brutal and brazen. The situation became even more volatile in July, when President Jovenel Moïse was assassinated. The Biden administration has since backed Haiti’s embattled interim prime minister, Ariel Henry.
All the while, gangs profit by taxing communities they control for basics like electricity, water and bus stops, according to Haiti’s Center for Analysis and Research in Human Rights. They impose fees on small- and medium-size traders and vendors, and demand cuts from charities, public services and private companies. They extort politicians and businesspeople by offering protection — or by kidnapping them for ransom. Gang networks reportedly reach into the top echelons of Haiti’s political and economic institutions.
Haitian police and politicians are too weak — or co-opted — to stop them. Journalists, human rights advocates and everyday Haitians who try to report these abuses risk putting themselves in grave danger by incurring the wrath of a gang or its patron.
Haiti has periodically faced waves of kidnappings, but analysts told The Post this month that the current surge was the worst in years.
In just the first six months of 2021, Haiti recorded at least 395 kidnappings, compared with 88 in the same period last year, according to the Center for Analysis and Research in Human Rights.
Ransoms, in turn, vary widely and sometimes can be negotiated down. Abductees are frequently in custody for 48 to 72 hours before a price is set.
Quitel, the justice minister, said the FBI and Haitian police have been in contact with the kidnappers — but the negotiations could take weeks, the Wall Street Journal reported.
The U.S. government has a long-standing policy of not paying ransoms for American citizens abroad. The State Department did not immediately respond to The Post’s request for comment on the ransom.

“Western hegemony is over,” said Turkish President Recep Tayyip Erdogan recently. “It lasted centuries, but it is over”.
At the same time, the mosques of Cologne, the fourth-largest city in Germany, have obtained permission to broadcast the call to prayer every Friday over minaret loudspeakers.
“Many residents of Cologne are Muslims,” said Mayor Henriette Reker, “and in my opinion it is a sign of respect to allow the call of the muezzin.”
To others, the Muslim call to prayer represents the same cry of conquest that the Christians of the Middle East and Africa hear five times every day and night at the doors of their churches and homes. Now it is Germany’s turn.
Sixteen years ago, Pope Benedict XVI made his first papal visit to Cologne. He invited the young people of Europe to return to their roots on a pilgrimage to the tomb of the Magi. A year later, in Regensburg, he warned against the intrinsic violence of Islam. Cologne is now where Germany just signed its surrender to political Islam.
Journalist Daniel Kremer, writing in Bild, recalled that many of Cologne’s mosques are funded by the Turkish government and run by Erdogan, “a man who opposes the liberal values of our democracy”, adding:
“It’s wrong to equate church bells with the call to prayer. The bells are a signal without words that also helps tell the time. But the muezzin calls out ‘Allah is great!’ and ‘I testify that there is no God but Allah.’ That is a big difference.”
Church bells do not proclaim that the Christian god is the only god and that Jesus is his son.
Integration expert Ahmad Mansour also contested the Mayor Recker’s position. “It’s not about ‘religious freedom’ or ‘diversity’, as mayor Reker argues,” Mansour said. “The mosque wants visibility. The muezzin is a show of power”.
A court in the city of Münster last year ruled that a local mosque was authorized to carry out the Friday call to prayer in public over loudspeakers. That mosque is managed by the Turkish-Islamic Union for Religious Affairs (DITIB). As the largest umbrella organization of mosques in Germany, DITIB provides imams and financing, manages about 900 mosques in Germany and has approximately 800,000 members.
Shortly after the ruling, the state government of Hesse ruled that the muezzin’s calls to prayer through minaret loudspeakers are allowed even without permission.
Eight of Germany’s 100 most populous cities, Der Spiegel noted, have previously given a green light for broadcasting Islamic calls to prayer in public. In Düren, the Turkish Fatih mosque calls the faithful to prayer three times a day. Ethnology professor Susanne Schröter of Goethe University in Frankfurt, argues that Muslims view calls to prayer as the triumph of a “strong Islam” over a “weak Christianity” — reportedly accompanied by a wish to have the Islamic crescent replace the stars of the European Union.
“Will the call of the muezzin be heard all over Germany?” asked Germany’s most popular newspaper, Bild. The call of the muezzin can already be heard in Munich. Since April 2020, five mosques there have been broadcasting the call to prayer with loudspeakers. “The call of the muezzin does not require approval,” said the authorities of Hanover, where there are 27 mosques . “It is like the sound of church bells, of the free religious practice that is constitutionally protected”.
A similar answer came from Dresden: “We see ourselves as a diverse and cosmopolitan urban society”.
From Frankfurt, home to a mosque that accommodates up to 6,000 of worshippers, the mayor declared: “The law does not provide for an approval procedure for the muezzin’s prayer, just as for church bells”.
Cities such as Dortmund, Hamm, Siegen, Düren and Oldenburg have also allowed mosques to broadcast the Islamic call to prayer over loudspeakers. In Nuremberg, which hosts a dozen mosques, allowing the call of the muezzin is apparently “not a problem”.
The former President of the Constitutional Court of North Rhine-Westphalia, Michael Bertrams, speaks of a “political triumph” for Turkey’s president, while Hamed Abdel-Samad, a sociologist who lives under armed guard due to Islamist death threats, is even clearer:
“The call to prayer begins with ‘Allahu Akbar’, which is also the rallying cry of Muslims. It means that Allah is greater. Greater than the enemy, greater than the people, greater than life, greater than Germany, greater than everything. And since he is greater than everything, in the end only his law applies, the sharia”.
“From now on every Friday in Cologne, ‘There is no other god but Allah!’ But Islamization is not supposed to happen in Germany at all … We have been warning against it for years! The appeal to the muezzin is a claim to power. Step by step, the Christian West is betrayed”.
“The history of the Cologne Central Mosque documents the naivety of the German authorities in dealing with Islamic organizations”, reported Switzerland’s Neue Zürcher Zeitung, the oldest German-language newspaper in Europe.
“Before construction began, the Turkish Association promised the then-mayor of Cologne, Fritz Schramma, that the sermons would be held in German and that the mosque would become a meeting place for members of different religions. The former mayor, one of the mosque’s biggest sponsors, was not invited to the inauguration. They wanted to build a house for intercultural encounters in which Islam was preached in German. In the spirit of Erdogan, an Islamist nationalist center was created. After this story, anyone who thinks that the muezzin will stop at five minutes is being lulled into the world of fairy tales”.
What seems to exist is an extremely wide-eyed, childlike atmosphere of capitulation. “Whoever says yes to bell towers must also say yes to minarets,” said Cardinal Rainer Maria Woelki, archbishop of Cologne. It looks as if German churches are committing suicide. The archdiocese of Cologne — the largest in Germany and one of the richest in the world — is planning to reduce its parishes from 500 to 50 by 2030. In Cologne, Erdogan came to inaugurate the largest mosque, welcomed by German Chancellor Angela Merkel, the daughter of a Prussian pastor. This gesture of goodwill did not prevent the Turkish president, in 2020, from turning the great Byzantine basilica of Hagia Sophia into a mosque. The Catholic Church of St. Theodore in Cologne even contributed to the Islamization of the city by financing the mosque, in the name of some imaginary inter-religious dialogue.
It was a Jewish writer who escaped the Holocaust, Ralph Giordano, who criticized the Cologne decision, “political Islam” and the “gigantomania of the great mosque”, which, from his point of view, is “a kind of declaration of war”. In an article for the FAZ, Giordano wrote:
“I will continue to take a critical stance against those imams who use the liberal structure and tolerance of the constitution to impose totalitarian views of the state and who undermine the rules of the rule of law, using indoctrination, anti-Western, to teach Sharia law…
“I want to be able to say that I do not want to see burqas or chadors on the German streets, any more than I want to hear the calls of the muezzins from the minarets. I will also not adapt my vision of freedom of expression to a demon who interprets it as follows: ‘Everyone has the right to freely express their opinion in a way that is not contrary to Sharia law’. No and three times no!”.

In Aachen, the city of the emperor Charlemagne and his marvelous cathedral, and its surroundings, the muezzin’s call is not only at home. The city is also changing the name of its squares to make room for Islam. “Moscheeplatz” (“Mosque Square”) is the new name of a public plaza in Aachen. The change was evidently desired by Mayor Marcel Philipp, in agreement with the Turkish DITIB: “I am very happy as mayor to have a Mosque Square”, the mayor said.
On November 11, the muezzin arrived in Raunheim, a town on the outskirts of Frankfurt, the first in Hesse officially to allow prayer through loudspeakers every Friday and, during Ramadan, every day before sunset prayer.
“The principle of equality also applies to religion in a democratic society”, explained Mayor Thomas Jühe. Then there is the question of demographics: 70% of Raunheim’s population are migrants. “Here we have more Muslims than Christians”, Jühe said.

In an interview with Boulevard Voltaire, Thilo Sarrazin, the former head of Germany’s central bank and author of two bestsellers on multiculturalism and Islam that shook up the debate in Germany, says the Cologne decision is perfectly in line with Germany’s demographic future:
“The German population, if the trend continues, will die out in the next 100 years. In the last chapter of Germany is Disappearing, I sketched the direction that the situation will take over the next years… The decision in Cologne does not surprise me at all. It corresponds to my image of how things will evolve in this area. In France, I find that Michel Houellebecq sends the same message in his book Soumission“.
Even the two major German establishment newspapers criticized the growing trend.
The Frankfurter Allgemeine Zeitung took sides against Cologne’s decision to authorize the muezzin’s prayer from 50 mosques in the city. Ronya Othmann wrote:
“In contrast to the adhan, the Islamic call to prayer, the ringing of bells is only a sound, not a message. ‘Tolerance’ is a word like ‘diversity’ and ‘respect’, an old gum chewed until it no longer has taste. If Erdogan has carpeted Alevis and Yazidi villages with mosques and made them resonate with Islamic belief five times a day, it is an act of Islamist submission and we should not allow [it in] Cologne”.
“The call to prayer is not new in Germany. It has been playing in dozens of cities for a long time. The Christian West, if it still exists, will therefore not immediately fall. But Recep Tayyip Erdoğan once quoted a poem: ‘Minarets are bayonets, domes are helmets, … believers are soldiers’. One thing is undeniable: Islamism has been on the rise for decades. The rise to power of the Taliban in Afghanistan is hailed by Islamists as a triumph blessed with the power of faith. Then the transformation of Hagia Sophia into a mosque…. This may have little to do with the ideas and thinking of most Muslims in Germany. But for an Islamist, the adhan is the daily confirmation of the political mandate”.
We now have loud music echoing from a tent above Leipzig’s Willy-Brandt-Platz, huge green banners with Arabic lettering, and young people distributing leaflets to passers-by. Bild tells us that Muhammad’s birthday is being celebrated in a major German city. If France is the country of Islamist aggression, Germany is the country of surrender. The Pew Research Center estimates that by 2050, Germany’s Muslim population will be 17.5 million or 20% of the population. Today it is only 8%. Will the “city of the Three Magi” be renamed the “city of the Muezzins”?
Poles Resist Lukashenko Engineered “Refugee” Invasion

Clashes erupt at Belarus-Poland border as refugee crisis unfolds
Polish forces used tear gas and water cannon on refugees who allegedly threw stones at border guards.
Since the crisis unfolded in August, the Polish guards have been pushing people who managed to cross onto the Polish territory from the Belarusian side of the border [Leonid Scheglov/BelTA via Reuters]
The guards responded by using water cannon and tear gas against those who have been trying to cross the border, according to Poland’s Ministry of National Defence (MOD).
“The use of force [by Poland] is completely unjustifiable because there are legal procedures which should be used from the very beginning,” said Marta Szymanderska from Grupa Granica, a coalition of NGOs which are responding to the humanitarian crisis at the border. “The actions of the Polish forces are not only illegal but also inhuman,” she told Al Jazeera.
The MOD said: “The migrants attacked our soldiers and guards with stones and are trying to force the fence to get to the Polish territory.
“Our forces used tear gas to thwart the aggression of migrants.”
It was unclear if there were any injuries among refugees, while at least one policeman was wounded.
The Polish Border Guard said: “Illegal migrants have been gathering at the border crossing in Kuźnica, at the Belarusian side. New groups, which so far have been squatting at the border, are joining them. An attempt to forcefully cross the border is being prepared. Everything is taking place under the supervision of Belarusian forces.”
Earlier on Tuesday, more Polish police and security forces arrived at the border to prevent what Polish authorities claimed was an attempt by migrants to illegally cross into Polish – and European Union – territory.

Thousands of refugees and migrants are stranded between the Polish and Belarusian borders as a result of an East-West geopolitical crisis between Warsaw and its allies, and Minsk and Moscow.
According to international law, people looking for asylum have the right to claim it at official border crossings.
However, Polish border guards have been denying that right to many asylum seekers who have attempted to cross the border.
Since the crisis unfolded in August, Polish guards have been reportedly pushing back people who managed to cross into the Polish territory from Belarus.

Polish authorities passed a law which effectively legalises pushbacks, although the practice remains dubious under international law.
Moreover, the border area has been marked as a state of emergency which means that it is inaccessible to media and NGOs who cannot gather information nor provide migrants with humanitarian assistance.
The international community holds Belarus responsible for the crisis.
Earlier this year, Minsk removed visas for citizens of a number of Middle Eastern and African states and opened numerous tourist agencies offering an easy and cheap way to get to Europe.
Critics of Belarus say the move might be an act of revenge against Poland, which supported last year’s protests against longtime ruler President Alexander Lukashenko.
Activists on the ground in Poland, who are providing refugees with food, water and sleeping bags, are alarmed by the developments.

He added “I don’t think we have anything to lose by confronting that simple reality, and I think we have everything to gain by acknowledging it and then dealing with it, which is why they are reconnecting communities that billion dollars is something we want to get to work right away putting to work.”
Republicans and critics piled on Ryan’s question for insinuating that roads are “racist.”
Sen. Ted Cruz, R-Texas, tweeted, “The roads are racist. We must get rid of roads.”
Republican Ohio Senate candidate J.D. Vance also weighed in.
“Nothing in this country works. It takes years to repair a bridge that was built in far less time. Every big city has skyrocketing murder rates. China is about to take over the world even as we name Navy ships after pedophiles. And our reporters ask about the racism of our roads?” he commented.
“’Please make our roads thinner and less racist’ This is where our media is today,” The Spectator contributing editor Stephen Miller wrote.

“You cannot work in that special, unique place and not have memories, and you are one of my fondest memories, and I thank you,” she wrote on Instagram.
“Also can you give us the construct of how you will deconstruct the racism that was built into roadways?” Ryan asked.
Ryan then referenced an earlier interview Buttigieg gave The Grio in April when he said “there is racism physically built into some of our highways.”
“I’m still surprised that had some people were surprised when I pointed to the fact that if a highway was built for the purpose of dividing a White and a Black neighborhood or if an underpass was constructed such that a bus carrying mostly Black and Puerto Rican kids to a beach, or that would have been, in New York was designed too low for it to pass by, that that obviously reflects racism that went into those design choices,” Buttigieg responded during the press briefing.
He added “I don’t think we have anything to lose by confronting that simple reality, and I think we have everything to gain by acknowledging it and then dealing with it, which is why they are reconnecting communities that billion dollars is something we want to get to work right away putting to work.”
Republicans and critics piled on Ryan’s question for insinuating that roads are “racist.”
Sen. Ted Cruz, R-Texas, tweeted, “The roads are racist. We must get rid of roads.”
Republican Ohio Senate candidate J.D. Vance also weighed in.
“Nothing in this country works. It takes years to repair a bridge that was built in far less time. Every big city has skyrocketing murder rates. China is about to take over the world even as we name Navy ships after pedophiles. And our reporters ask about the racism of our roads?” he commented.
“’Please make our roads thinner and less racist’ This is where our media is today,” The Spectator contributing editor Stephen Miller wrote.

From City Journal, “Walmart vs. Whiteness”: According to a cache of internal documents I have obtained from a whistleblower, Walmart launched the program in 2018 in partnership with the Racial Equity Institute, a Greensboro, North Carolina, consulting firm that has worked extensively with universities, government agencies, and private corporations. The program is based on the core principles of critical race theory, including “intersectionality,” “internalized racial oppression,” “internalized racial inferiority,” and “white anti-racist development.” Since the program’s launch, Walmart has trained more than 1,000 employees and made the program mandatory for executives and recommended for hourly wage workers in Walmart stores. When reached for comment, Walmart confirmed that the company has “engaged REI for a number of training sessions since 2018” and has “found these sessions to be thought provoking and constructive.”
The program begins with the claim that the United States is a “white supremacy system,” designed by white Europeans “for the purpose of assigning and maintaining white skin access to power and privilege.” American history is presented as a long sequence of oppressions, from the “construction of a ‘white race'” by colonists in 1680 to President Obama’s stimulus legislation in 2009, “another race neutral act that has disproportionately benefited white people.” Consequently, the Walmart program argues, white Americans have been subjected to “racist conditioning” that indoctrinates them into “white supremacy,” or the view “that white people and the ideas, thoughts, beliefs, and actions of white people are superior to People of Color and their ideas, thoughts, beliefs, and actions.”
Following the principle that “diagnosis determines treatment,” the Walmart program seeks to create a psychological profile of whiteness that can then be treated through “white anti-racist development.” Whites, according to the trainers, are inherently guilty of “white privilege” and “internalized racial superiority,” the belief that “one’s comfort, wealth, privilege and success has been earned by merits and hard work” rather than through the benefits of systemic racism. Walmart’s program argues that this oppressive “white supremacy culture” can be summarized in a list of qualities including “individualism,” “objectivity,” “paternalism,” “defensiveness,” “power hoarding,” “right to comfort,” and “worship of the written word” — which all “promote white supremacy thinking” and “are damaging to both people of color and to white people.”
The training program recommends that “discussions about racist conditioning” should be conducted in racially segregated “affinity groups,” because “people of color and white people have their own work to do in understanding and addressing racism.” Walmart employees who are racial minorities, in the framework of the training program, suffer from “constructed racist oppression” and “internalized racial inferiority.” Their internal psychology is considered shattered and broken, dominated by internal messages such as “we believe there is something wrong with being a person of color,” “we have lowered self-esteem,” “we have lowered expectations,” “we have very limited choices,” and “we have a sense of limited possibility.” Minorities thus begin to believe the “myths promoted by the racist system,” develop feelings of “self-hate,” “anger,” “rage,” and “ethnocentrism,” and are forced to “forget,” “lie,” and “stop feeling” in order to secure basic survival.
The solution, according to Walmart’s program, is to encourage whites to participate in “white anti-racist development”—a psychological conditioning program that reorients white consciousness toward “anti-racism.” The training program teaches white employees that ideas such as “I’m normal,” “we’re all the same,” and “I am not the problem” are racist constructs, driven by internalized racial superiority. The program encourages whites to accept their “guilt and shame,” adopt the idea that “white is not right,” acknowledge their complicity in racism, and, finally, move toward “collective action” whereby “white can do right.” The goal is for whites to climb the “ladder of empowerment for white people” and recreate themselves with a new “anti-racist identity.”
Walmart is the largest company by revenue in the entire world. This is the ideology they and the rest of the companies that comprise the Fortune 500 are pushing.
